I don't think it's just a matter of regulations ... but rather a federal government effort and security issues ... their previous administration was kindda plagued by oil spills, mostly because they were extremely lenient towards the former president of the PETROBRAS ... a certain Reichstull ... he was dumped as soon as the present administration took over ...
