First of all, it's not an event undertaken by federal institutions ... it's has been promoted by recently reelected governor of the state of Rio de Janeiro. Secondly, as things went from bad to worst, Rio's governor asked for help from the state's marine base, bypassing the usual procedures for such demands and rejecting the President's offer for support from federal forces. Thirdly, as things kept getting tragic, federal authorities stepped in giving Army support. Fourthly, so far, the ones being attacked are not the druglords ... they all escaped as showed in their night news ... the ones under attack are the very same dwellers who have nothing to do with drug deals; 'til now 19 casualties all regular citizens. It's a massacre ...
